Compared to the rest of Europe, industrial development in Russia had been hackneyed and irregular. Industries were concentrated in a few areas and working conditions were bad. Also, Russian agriculture and industries did not make much use of modern technology and equipment. The Tsar Nicholas II did not pay much attention to the country’s administration. As a result, all-round development of Russia did not take place.
