Discuss two special powers of the Rajya Sabha.

- The Rajya Sabha may approve a resolution transferring an item from the State List to the Union List or Concurrent List on the grounds that it is of national importance. Such a resolution shall be in effect for one year but may be reaffirmed for another year. Then Parliament may pass legislation on that State List item.
- The Rajya Sabha may adopt a resolution to create an all-India public service, which Parliament may then formalize through a statute.
