It can serve as a team of investigators to investigate an executive department's operations.
  2. The budget that the President has produced, which includes taxation, collection, and appropriations, is approved by the US Congress. It determines the amount of money that should be granted to each nation. The Congress must approve all of the President's projects that involve the use of money.
