उत्तर

Democracy implies Civil Liberties: Democracy has a direct relationship with the Civil Liberties like-freedom of speech, religion, and freedom from arbitrary arrest. All these liberties are recognised and protected by the State. Without civil liberties, Democracy is of no avail. Democracy is essentially government by opinion or persuasion. The means for formulating public opinion should be secured to the citizens. Democracy enables citizens to express their views or ideas fearlessly, manage assembly, form association, and move throughout the territory of India.
