Three Special powers of the Rajya Sabha that is usually not enjoyed by the Lok Sabha are:
- Normally, the Parliament cannot make laws on the state subjects. But Rajya Sabha by passing a resolution with the two-third majority can empower the Parliament to make laws on the state list.
- The Rajya Sabha can declare that the creation of new All- India Services is made in the national subjects.
- Rajya Sabha cannot be dissolved. If the Lok Sabha is dissolved before or after the declaration of national emergency, the Rajya Sabha takes over the functions of the Lok Sabha.
