\[ \frac{- 3}{5} + 4 = \frac{- 3}{5} + \frac{4 \times 5}{1 \times 5} = \frac{- 3 + 20}{5} = \frac{17}{5} \]
\[ \therefore 4 + \frac{- 3}{5} = \frac{- 3}{5} + 4\]
