• Operation Blackboard was begun by the focal government in 1988 for the spread of essential training and improving instructive principles.
• The govt. given assets to satisfy least instructive needs like appropriate study halls, latrines, a writing board, maps, research centre mechanical assembly, a little library, a play area, athletic gear, and so forth other than an arrangement for more female instructors in schools.
• In 1994 the plan was extended and the District Primary Education Program (DPEP) was begun with the means to universalize essential instruction in seven states including Maharashtra.
