Money Bills

In the matter of Money Bills, the relationship between the two Houses of the state legislature is considerably unequal. A Money Bill can only be introduced in the Legislative Assembly and not in the Legislative Council. Also, the Council has no authority except to make recommendations within 14 days from the date of its receipt of the Bill. It is not mandatory for the Legislative Assembly to accept the recommendations. If the Council does not return the Bill within 14 days, it is deemed to have been passed by the Assembly in the form in which it had originally been passed.
