Peaceful strikes were organised at Amritsar to protest against the Rowlatt Act. Two prominent Congress leaders Dr. Kitchlu and Dr. Satyapal were arrested. The people asked the Deputy Commissioner to release the leaders but the British opened fire. The mob turned violent and killed a few officers.
On 13th April, 1919 people organised a peaceful general meeting in a small garden in Amritsar. General Dyer on 12th April forbade public meetings and processions of which people were not aware.
