The Election Commission of India faced the following challenges in holding the first General Election in 1952:

  1. To begin with, holding a free and fair election in a country the size of India was difficult.
  2. Second, the electoral rolls, or a list of all citizens eligible to vote, must be prepared. After the first draught was published, it was discovered that nearly 40 lakh women's names had not been recorded, so the Election Commission ordered a revision.
  3. There were 17 crore eligible voters, who had to elect about 3,200 MLAs and 489 members of Lok Sabha.
  4. Only 15 percent of these eligible voters were literate. The EC had to think about some special methods of voting.
