An oscillating charge is an example of accelerated charge. We know from Maxwell’s theory that accelerated charge radiates electromagnetic waves. These electromagnetic waves are produced because oscillating charge produces oscillating magnetic field, which in turn produces an oscillating electric field. This process goes on, giving rise to an electromagnetic wave.
