1. It should primarily be for self-defense or to protect other people from genocide. For example, the worst humanitarian crisis in Darfur, Sudan.
2. War must also be limited in terms of the means that are used. Armies must avoid killing or hurting noncombatants as well as unarmed and surrendering combatants.
3. They should not be excessively violent.
4. Force must, in any case, be used only after all the alternatives have failed.
