थोडक्यात उत्तर
उत्तर
The Governor of the State will send a report of the situation to the President and recommend for President's rule. If the President is satisfied with the report he/she will declare an emergency in the state and impose President's rule. Consequences of the President's rule in the state will be the following:
- The state administration reports directly to the President, and the governor follows the Union Government's directives.
- The President may:
- Dissolve the Vidhan Sabha of the State and remove the Council of Ministers.
- Maintain a suspended animation for the Council of Ministers and the Assembly.
- In any scenario, the Union Parliament can enact legislation for that specific State, covering every topic on the State List. The Parliament examines and approves the State's annual budget as well.
- The President may approve spending from the State's Consolidated Fund while the Lok Sabha is not in session.
- The President may suspend any constitutional provision related to State authority, with the exception of those relating to High Courts.
However, the President's rule lasts two months. Additionally, Parliament has to approve it for six months. It can be extended for an additional six months. As a result, the President's rule is typically limited to one year.
