The Congress accepted the proposals of the Cabinet Mission Plan with some reservations. It accepted the part of the Plan which declared the Constituent making the body as sovereign. It, however, wanted the grouping of Provinces as optional and not compulsory.
The Muslim League accepted the Cabinet Mission Plan because it grouped the Muslim majority provinces together which the League felt was a means to form a separate state of Pakistan.
