Queen Victoria's Proclamation, which included the transfer of governance from the East India Company to the British Crown, was made public on November 1, 1858. It offered the following policies to the Indians:

1. The British government would maintain a non-interventionist approach towards Indian social and religious matters.
2. It would treat all subjects, including Indians and Europeans, equally. Appointments will be made based on education and ability.
3. All those who participated in the war would be granted a general amnesty, with the exception of those proven guilty of murdering British nationals.
