What is meant by 'Veto Power'?

Veto power means the power of rejection or saying ‘No’ to a particular idea.
Each member of the Security Council holds one vote. Decisions on procedural matters require the approval of nine members, but for substantive matters, these nine votes must include the concurring votes of all five permanent members. If a permanent member casts a negative vote, it is known as a veto, which prevents the Council from taking action. However, if a permanent member abstains from voting, it does not count as a veto and does not block the decision.
