The Indian Election Commission was established in January 1950. Sukumar Sen was appointed as the country's first Chief Election Commissioner. The obstacles that the election commission confronted were as follows:

1. There had to be a delimitation or drawing of the electoral constituency borders before the election could begin. The voters who are eligible to vote in the election must be listed. The election committee took a long time to complete the task.  
2. When the first draught of the voter's list was completed, it was discovered that approximately 40 lakh women's names were missing from the list. They were simply referred to as "wife of...." or "daughter of..."
3. These entries were disallowed by the Election Commission, which demanded a correction if possible and deletion if necessary. It took a massive effort to prepare for the first general election.
