Because it is a very safe and convenient device. The fuse wire is stretched between two terminals in a porcelain holder. This porcelain holder is tightly fit into a porcelain socket which is connected in the live wire in the circuit. Porcelain is a very good insulator and the part of the holder we touch, is far from the live wire and so there are no dangers of getting any electric shock.
