Bi(V) is a stronger oxidizing agent than Sb(V).
Solution
Because of inert pair effect +5 oxidation state is less stable in Bi than in Sb. So the Bi in +5 state will immediately get reduced to its +3 state and thus will be a better oxidizing agent than +5 state of Sb.
