\[\ce{Na+CN-}\] is predominantly ionic and provides cyanide ions in solution. Thus, both carbon and nitrogen atoms are in a position to donate electron pairs. Therefore, haloalkanes reacts with NaCN to form both cyanides and isocyanide.
