Solution
The two factors are :
- The rugged and inaccessible mountain in the north restricts the availability of land for agriculture, development of transport, industries and other economic activities.
- The excessive heavy rainfall followed by soil erosion tends to discourage the concentration of the population in the northeastern region of India.
