For the purpose of making collages, GIMP scales an image. When a photo is collaged, the scale tool helps rearrange it inside the available area.

By altering the number of pixels in an image, the Scale Image command can physically increase or decrease the size of the image. It resizes the canvas in accordance with the size change in the image's contents.
