Their equivalent capacitance is given by
C1 = 3 + 6 = 9 µF

For series combination, the charge on the capacitors is the same.
∴ C1V1 = C2V2
∴ 9V1 = 4.5 V2
∴ V2 = 2V1
Also V1 + V2 = 12 V
