We can redraw it as follows:

Equivalent resistance for external resistance, Req

So, `1/(R_{eq}) = 1/R_1 + 1/R_2 + 1/R_3 + 1/R_4`

= `1/12 + 1/6 + 1/4 + 1/8`

Req = `8/5 = 1.6 Omega`

RNet = Req + 0.6

= 1.6 + 0.6

= 2.2 Ω

Now, dissipate power = `V^2/R`

= `(2.2)^2/2.2`
