Positive rational numbers are `(-3)/-5 = 3/5` (as both or negative)
`(-13)/-3 = 13/3` (as both are negative)
Negative rational numbers = `(-3)/5 , 3/-5 , 15/-8 ` and `(- 15)/8`
0 is neither positive nor negative integer.
