The Rajya Sabha is called a Permanent House. Explain this statement.
Solution
The Rajya Sabha is called a Permanent House because it never dissolves completely like the Lok Sabha. Instead, one-third of its members retire every two years, and elections are held to fill these vacant seats.
- Unlike the Lok Sabha, which has a tenure of 5 years and can be dissolved before its term ends, the Rajya Sabha is never dissolved.
- The Rajya Sabha maintains legislative continuity by having one-third of its members retire every 2 years.
- Since all members do not retire at the same time, new members are elected periodically to replace the retiring members, maintaining the stability of the House.
Due to this system of partial retirement and continuous functioning, the Rajya Sabha remains a Permanent House in the Indian Parliament.
