Minerals are naturally occurring substances that can be found around the world.  The mineral which contains high percentage of the metal and from which the metal can be extracted economically is called an ore.
All minerals are not ores.   All ores are minerals. 
Minerals are the natural forms in which metals may be found.  Ores are the mineral depositions.
For example, salts, solids, siliceous matter etc. For example, zinc, bauxite, and cinnabar etc.
