Solution

In due course of time, the Congress got divided into two groups pro-changers (swarajists) and no-changers.

Some of the Congressmen led by Motilal Nehru and C. R. Das wanted to contest the elections and enter the legislature. They argued that the national interest could be promoted by working in the Legislative Councils under Dyarchy and weakening the colonial government from within. These Congressmen were called the pro-changers.

On the other hand, no-changers like Vallabhbhai Patel, C Rajagopalachari, and other followers of Gandhi wanted to continue non-cooperation with the government.
