Given, `(- 7)/21 "and" 3/9`
=`(- 7 xx 1)/(7 xx 3) "and" (3 xx 1)/(3 xx 3)`
=`(- 1)/3 "and" 1/3`
But, `(- 1)/3 ≠ 1/3`
Since one of the given rational numbers is positive and the other is negative, the given pair does not represent the same rational number.
