Solution

No government can function without a majority. When the majority they have is taken away, they have to leave power; this process of taking away the majority is called 'no-confidence motion'. If this resolution is passed by a majority, the cabinet has to resign. This is a very effective way of controlling the functioning of the cabinet. If the members of Parliament move a no-confidence motion against the cabinet, saying, 'We do not have confidence in the cabinet,' that cabinet cannot remain in power. If this resolution is passed by a majority, the cabinet has to resign. This is a good way to control a cabinet that is acting arbitrarily while ruling.
