`9y^2 - 4xy + (4x^2)/9`

We have,

`9y^2 - 4xy + (4x^2)/9 = (3y)^2 - 2 * 3y * 2/3x + (2/3x)^2`

= `(3y - 2/3x)^2`

= `(3y - (2x)/3)(3y - (2x)/3)`
