The two houses of the Union Parliament are the Lok Sabha (lower house) and Rajya Sabha (upper house). They do not share equal powers for the following reasons.
Reasons:
- Money bills can only be introduced in the Lok Sabha and never in the Rajya Sabha. The Rajya Sabha can only delay a money bill for fourteen days.
- The final decision on a money bill is always taken by the Speaker of the Lok Sabha.
- The ministers are collectively responsible to the Lok Sabha and not to the Rajya Sabha.
- A No Confidence motion can be passed only by the Lok Sabha and not by the Rajya Sabha.
- The decision of the Lok Sabha always prevails in a Joint Session that is called to resolve a deadlock that occurs in case of an ordinary bill.
- The National treasury lies with the Lok Sabha and not the Rajya Sabha.
