Reasons:

  1. Money bills can only be introduced in the Lok Sabha and never in the Rajya Sabha. The Rajya Sabha can only delay a money bill for fourteen days.
  2. The final decision on a money bill is always taken by the Speaker of the Lok Sabha.
  3. The ministers are collectively responsible to the Lok Sabha and not to the Rajya Sabha.
  4. A No Confidence motion can be passed only by the Lok Sabha and not by the Rajya Sabha.
  5. The decision of the Lok Sabha always prevails in a Joint Session that is called to resolve a deadlock that occurs in case of an ordinary bill.
  6. The National treasury lies with the Lok Sabha and not the Rajya Sabha.
