उत्तर
A negative vote of a permanent member is called Veto. It is exercised by the five permanent members of the Security Council. It is essential that on any issue China, France, USA, UK and Russia must be unanimous in their support. In case any one member do not support the issue then the motion cannot be passed. However abstention from voting is not considered as veto.
