Women perform the majority of the work, rolling the bidis after dampening the leaves, which are harvested from forested villages and sold to contractors who then sell them to the government. The leaves are then sold at an auction to factory owners, and through contractors, they are delivered to the homes of the female workers.

The majority of the manufacturing is done at home, and the bidis are tied with threads. The majority of the sales from the pan shops are generated by the manufacturers who only roast them and put them on the brand labels. As a result, home-based production is a common practice in India, even when producing tiny items like bidi, which are integral to the country's culture and way of life. Even though manufacturers receive the majority of sales, small home-based workstations are primarily responsible for creating them from scratch.
