How are decisions arrived at in the Security Council?

Each of the 15 members of the Security Council has one vote. Decisions on procedural, matters are made by an affirmative vote of nine members, including the concurring votes of all five permanent members. The Council is powerless to act if veto is used by any of the five permanent members.
Decisions on matters other than questions on procedure are decided by affirmative vote of nine members including concurrence of all the five permanent members.
