Step 1: Draw a circle with centre P and radius 3.2 cm.
Step 2: Take any point M on the circle.
Step 3: Draw ray PM. 
Step 4: Draw line l perpendicular to ray PX through point M.

Here, line l is the required tangent to the circle at the point M.
