Solution
"A bad workman blames his tools" means when a person does not know his skill and gets fail in it, he blames other things for his failure. He does not accept his shortcomings and burden the failure on someone or something else. There are different type of people in this world, the one who knows how to take responsibilities of things and others who knows how to escape from taking responsibility for a thing.
This saying is normally used for people who do not know how to work and never accept the same fact. If one has made a mistake then one must know how to accept it otherwise he would be a bad workman blaming his tools.
