The recommendations of Balwantrai Mehta Committee in 1950s led to the institutionalisation of Panchayati Raj as a three-tier system of democratic functioning in villages. The three tiers of Village Panchayat include: Zilla Parishad, Panchayat Samiti and Gram Panchayat. The purpose of the modern panchayat is to promote rural reconstruction and development.
