To Ellingham diagram, at temperature below 710 K,
\[\ce{ΔG^Θ_{(C, CO_2)} < ΔG^Θ_{(C, CO)}}\] hence \[\ce{CO2}\] is better reducing agent.
At temperature above 710 K, \[\ce{ΔG^Θ_{(C, CO_2)} < ΔG^Θ_{(C, CO)}}\] hence \[\ce{CO}\] is better reducing agent.
