Carbon already has four surface electrons, but it needs four more to make an octet. Carbon usually makes covalent bonds by sharing electrons with other atoms, mostly hydrogen, oxygen, and other carbon atoms. This is because carbon doesn't lose or gain electrons very easily because it has a high ionization energy and an electron affinity.
