Why did the British attitude towards the Muslims change in the later part of the 19th century?

The Congress started as an All-India organisation to build a broad-based freedom struggle and became a major force in the fight for independence. To counter Congress, the British tried to win over the Muslims. They followed a policy of "Divide and Rule" to maintain their control in India.
