Why is water not added to concentrated \[\ce{H2SO4}\] in order to dilute it?

To dilute cone. \[\ce{H2S04}\] water is not used, but acid is introduced to water in a regulated manner. If water is introduced to the acid, the temperature rises dramatically, and the acid, which is in bulk, tends to shoot out with disastrous consequences.
