Question
Under what conditions does the General Assembly act where the Security Council may fail?
Solution
The General Assembly may act under the ‘Uniting for Peace’ resolution adopted by it in November 1950. In case there is lack of unanimity among the Permanent Members of the
Security Council over a case and there is a threat of international peace, the Assembly can make recommendation to its members to take collective action including use of armed force to restore international peace and security.
